FAKTOR-FAKTOR YANG MEMPENGARUHI KETERLAMBATAN PENGANTARAN DOKUMEN KE ATAS KAPAL SAAT IJIN GERAK KAPAL (SHIFTING) PADA PT PELAYARAN ADISETYA SELARAS ABADI --

ABSTRACT
The delay in sending the motion permit documents to the LCT ASA Aurora ship owned by PT Pelayaran Adisetya is in perpetual harmony, namely the error of the work technician, natural factors and one of them is caused by the absence of adequate sea transportation facilities at the PT Pelayaran Adisetya Selaras Abadi company. This delay causes the ship to be unable to carry out activities because the new Shifting Permit document has not arrived at the ship at the time of checking. The purpose of this study is to determine the causes and effects of delays.
The method in this study uses a qualitative descriptive method with observation techniques that go directly to the field, then documentation techniques made or related to the archives of the research place. The sampling technique in this study used a purposive sampling technique, namely by determining the subject/object according to the purpose by using the author's considerations in accordance with the research topic.
The results of this study indicate that several factors that cause delays in delivering documents to the ship are the fault of the work technician, disruption of the structural function of the work, natural factors, and chartered sea transportation facilities that arrive late or are damaged. The impact on ship operations is that ships cannot operate for a while because they are detained and do not have a ship movement permit document (Shifting).
