TANGGUNG JAWAB PELAYANAN JASA TRANSPORTASI LAUT OLEH PT PELNI TERHADAP PENUMPANG --

ABSTRACT
The goal of this research is to know the responsibility of the carrier with sea-worthy sailing and the relation with the responsibilty of the carrier and the passenger that dont pay the ticket.
This research is empiric with data collection technic, doing by-interview against the related paties with research topic. Moreover, the writer is also do the books which related with the research topic. Then, the data is achieved with qualitative and then exposed descriptively.
And the result of this research are: 1.) the ship which is provided by the carrier must fit a qualify the safety (Sea-Worthy). The safety requirements determined by the ship clasification to determine the allocation and the strech particular ship, the number of passengers must be accodance with the capacity of the ship, and the crew who have fit the requirement on the legislation, and the completeness of the ship which is confirmity with the laws and standart operating procedure. 2.)based on the internal regulation of PT Pelayaran Indonesia (Pelni) there are some action can done by the passenger who don’t have a ticket pr the ilegal passenger such as dropped off at the nearest port, ordered to paid, or confiscated their goods, employed until the destination, and entered in the prison ship.
