PROSEDUR PENERBITAN MINIMUM SAFE MANNING DOCUMENT PADA TUG BOAT OLEH KANTOR UNIT PENYELENGGARA PELABUHAN KELAS III SANGKULIRANG --

ABSTRACT
A Safe Manning Certificate is a certificate issued by the Directorate General of Sea Transportation for crew members who meet the qualification and competence requirements in accordance with national and international regulations that explain the required number of crew members and certificates of expertise. However, there are several factors that become obstacles in the process of issuing safe manning. The purpose of this study is to determine the process of issuing safe manning and the inhibiting factors for the issuance of safe manning. The method in this study uses a qualitative descriptive method with observation techniques that go directly to the field, then documentation techniques made or related to the archives of the research place. The sampling technique in this study used a purposive sampling technique where the sampling technique was the data source with certain considerations. The results of this study indicate that, several factors that cause obstacles to the safe manning issuance process are the lack of facilities and infrastructure and the constraints of the service users themselves in the event that there are still service users who do not understand the procedures for issuing safe manning certificates, both from the terms and conditions. conditions and procedures to be followed.
